Quick read
  • Israeli Defense Minister Israel Katz says the IDF will remain indefinitely in areas it holds in Lebanon, Syria and Gaza.
  • Lebanon says Israel must fully withdraw from Lebanese territory and stop strikes after the ceasefire.
  • Critics call the policy unlawful occupation; a war-crime finding would require a legal process and specific conduct evidence.

Israel is no longer presenting some of its post-war military footprint as a temporary emergency measure. Defense Minister Israel Katz said Israeli forces will remain indefinitely in areas they currently hold in Lebanon, Syria and Gaza.

That is why the line is being read as a refusal to give up occupied or seized territory. In Lebanon specifically, the dispute centers on Israeli-held border positions after the Israel-Hezbollah ceasefire and continued strikes inside Lebanon.

What happened

The Associated Press reported that Katz said Israel will not withdraw from zones it holds in Lebanon, Syria and Gaza, describing the military presence as a security buffer against militant groups.

Lebanese officials have repeatedly demanded full Israeli withdrawal from Lebanese territory, saying continued occupation of border points and ongoing strikes violate the ceasefire and Lebanese sovereignty.

Why Lebanon is central

The Lebanon file is not only about one quote. Israel and Hezbollah entered a U.S.- and France-backed ceasefire in late 2024, but Israel has continued to hold several positions in southern Lebanon and to carry out strikes it says target Hezbollah infrastructure.

Lebanon's position is straightforward: Israeli troops must leave Lebanese territory. Israel's position, according to Katz, is that the IDF will stay where it believes withdrawal would create a security risk.

The legal question

Under international law, territory cannot be lawfully acquired by force. Military occupation also carries duties toward the occupied population and is supposed to be temporary, not a permanent territorial arrangement.

That is why critics describe an indefinite stay as unlawful occupation and potential war-crime conduct. But there is a difference between a strong legal accusation and a court finding. War-crime responsibility depends on specific acts, command responsibility, intent, evidence and jurisdiction.

Where Netanyahu fits

Calls for Prime Minister Benjamin Netanyahu to face prison are political and legal demands, not a current final sentence. Netanyahu is already under international legal scrutiny over Gaza, and the International Criminal Court has pursued cases involving Israeli and Hamas leaders.

The Lebanon question adds another layer: if Israeli policy openly becomes permanent control of Lebanese territory, it strengthens the legal argument that this is not a temporary security deployment but occupation policy.

What is confirmed

Confirmed: Katz said Israeli forces will remain indefinitely in areas held in Lebanon, Syria and Gaza. Confirmed: Lebanon rejects continued Israeli presence on its territory. Confirmed: international law treats occupation and territorial acquisition by force as serious legal issues.

Not confirmed: a final court ruling that the specific Lebanon positions constitute a war crime, or that Netanyahu has been convicted for this policy. That is the line NoDechev will not blur.

What to watch next

Watch whether Israel expands, freezes or reduces its Lebanese positions. Also watch the U.N. Security Council, UNIFIL reporting, Lebanese government statements and whether France or the United States publicly pressure Israel to leave.

NoDechev rating: confirmed indefinite-stay statement, major legal risk. The policy is being read as refusal to withdraw from occupied Lebanese territory, but criminal liability requires legal findings beyond the political accusation.
